Update 3 - Section 3 of Final Version Complete

Finishing up section 3, setting up the game and there are a few key changes here from the Ashcan.

1.  Introducing a do and do not want list in the city creation, so you there are some safety tools built into the game itself. While not quite as a part of the game, it's something that I want people to take more advantage of.
2. I expanded and cleaned up some of the language, especially around the police section. Basically I did some very little research and was left wondering what are we paying for when it comes to police because "solving crimes" sure isn't it. (Hint: I'm aware of what we pay police for, the question is very rhetorical).
3. The questions for building the town are a little bit better, and more focused. Building the town is focused on who and what take place in the city, and the high school. And the questions themselves are a lot more interesting too, and don't just focus on one part of it. I found that I had to take a lot of time to try to tease things out of people because the questions weren't open ended enough.

There are only two sections left for the text, but they're pretty big. They're the playing the Game section which is the biggest part, and then going over the yearbook profiles. I may have to do the yearbook profiles first, only because I may have an AP that is happening sooner rather than later and I'd like to have those updated.
